The NZ Certificate in Intelligence (Information Management) Level 5 changes that. It's built for practitioners in government, enforcement and financial crime, studied fully online around shift work, and it's yours for life, wherever your career goes next.

Internal agency training is valuable, but it stays behind when you move on. This NZQA qualification is recognised across government, enforcement and the private sector. Whether you're in a Police intelligence unit or a bank's financial crime team, the standard and the certificate are the same.

Intelligence practitioners

Intelligence officers, support officers, collection officers, coordinators and liaison roles in agencies like Police, Corrections, Customs, Defence and regulatory bodies. These are the roles this qualification was purpose-built for.

Financial crime professionals

AML/CFT analysts, fraud investigators, risk analysts, and those working in crypto fraud and cybercrime across banking, insurance and financial services.

Ready to move into intelligence

Investigators, compliance and enforcement officers, integrity staff, border officers and security professionals who manage information as part of their role, and want a pathway in.

Before you enrol, check you're eligible

To enrol in this programme you must meet all four of the following criteria.

    Work in an intelligence environment — a role where you collect, manage, or handle information for intelligence purposes, whether in government, enforcement, or the private sector.

  2. 2

    Be a New Zealand or Australian citizen, or hold a New Zealand Resident visa. We're unable to accept enrolments from learners on a work visa, including the Accredited Employer Work Visa (AEWV).

  3. 3

    Have access to a computer or laptop. This programme can't be completed on a phone or tablet.

  4. 4

    Not be currently enrolled in any other NZQA-registered qualification.

THE PROGRAMME

What will I study?

Five modules take you through the complete intelligence cycle, from the law that governs it to running it end-to-end yourself.
  1. Build a solid grounding in the laws, regulations and ethical standards that govern how intelligence information is managed in New Zealand. You'll learn how strategic, operational and tactical intelligence functions fit together, and what role key public sector agencies and private sector organisations play in managing information responsibly.
  2. Explore the main intelligence collection disciplines and learn what each source can and can't provide. You'll learn to plan and prioritise information gathering through a structured collection management process, and to source information lawfully across organisations and jurisdictions using agency mandates and information-sharing arrangements.
  3. Turn raw information into organised, reliable and retrievable records. You'll use practical collation tools such as matrices, link diagrams and databases, check information against requirements to find gaps, summarise it into products that meet a tasking, and apply structured methods to keep bias out of how information is collected and interpreted.
  4. Develop the relationships that keep information flowing. You'll build and manage internal and external networks, including culturally responsive engagement with hapori Māori, adapt your communication to different contacts and needs, and present collated information to authorised recipients in line with organisational handling requirements.
  5. Bring it all together in a workplace-based capstone. You'll develop, carry out and manage a real collection plan in your own organisation, apply security procedures to protectively marked material, maintain the stakeholder relationships the plan depends on, and review the whole process to find improvements.

Level 5 Intelligence Course FAQs

Am I eligible to enrol?

To enrol, you should be working in a role where you collect, manage or handle information for intelligence purposes. Experience in an intelligence, or intelligence-adjacent, environment is an advantage.

You'll also need to be:

  • A NZ or Australian citizen, or hold a NZ Resident visa (work visa holders, including AEWV, aren't eligible)
  • Not currently enrolled in another NZQA-registered qualification
  • Set up with access to a computer or laptop for online learning

I have a security clearance or confidentiality obligations. Can I still complete assessments?

Yes. The programme was designed for exactly this. You will never be asked to submit real casework, operational detail, or classified or client-confidential information. What's assessed is your capability, not your organisation's information.

I've completed the Level 3 Intelligence certificate. Is this my next step?

Yes. The level 5 is a direct progression from Level 3. 

How is the course delivered?

Fully online, with optional live sessions and cohort-based engagement, designed for working professionals, including shift workers. There is no workshop attendance requirement.

Is this qualification recognised by employers?

Yes. It's a nationally recognised NZQA qualification (Ref 5079) on the New Zealand Qualifications Framework. Unlike internal agency training, it's a portable credential that stays with you across roles and employers.
